A government spokesman told The Telegraph that the ICC does not have jurisdiction over either Israel or Hamas, because Israel is not a party to the court’s underlying treaty and Palestine is not a state. As well as Mr Netanyahu, the ICC is seeking arrest warrants for Israel’s defence minister and three top Hamas leaders.
